With reference to the letter from this Department

ran of July 27th 1911, relative to the China Commercial

Company's Claim against the Mexican Government,

I am

directed by Secretary Sir E. Grey to transmit to you

herewith, to be laid before Mr. Secretary Harcourt, a

copy of a despatch with enclosures from His Majesty's

Minister at Mexico.

The Mexican Government, as Mr. Harcourt will ob-

serve, decline to accept the suggestion that they

should appoint a representative to discuss the amount

of compensation payable, and in the circumstances Sir

E.Grey would suggest, for Mr. Harcourt's consideration,

that instructions should be sent to Mr. Stronge to urge

reference of the dispute to arbitration, as suggested

in the despatch from this Department to Mr. Hohler of

July 17th, 1911, a copy of which was transmitted to the

Colonial Office in the letter from this Department of
